Database movement in D365 F&O

I am restoring the local SQL server database from the development environment, but I got an error at the restore time.so can you suggest the solution to this error?

Note :- I want to get backup from the CMD/Power Shall.

    If you are restoring db from development environment then you would get .bak directly which you can restore directly to any other dev vms. But the process you were doing is converting from .bacpac to .bak which is not required. 
     
    Can you give full detail what you are trying to achieve?

    SqlPackage is used for bacpac files, while you said you want to restore a bak file.
     
    In Powershell, you can use Restore-SqlDatabase, for instance.

    The escape /sdn: is the database name, are you sure your database name is AxDB_Backup.bak and not just AxDB or AXDB_Backup without the .bak?

    please try to Backup/Restore the database from SSMS
