Are you trying to connect to Dynamics 363 v9. CRM. Then you should download the latest plugin registration tool from NuGet using the powershell script.

Downloaded an tried, same result. Applications opens in the taskbar, but no window visible.
Also tried this but the result is same
Can you make sure there is no any other windows update pending to install or any latest update is there to install.
I have latest update for Windows and .net framework
which version of Plugin Reg tool are you using?
Other applications such as SourceTree showed no windows.
After reinstalling windows 10 with april update the problem solved.
