Unhandled script exception error running GP 2015 R2 Quarter End payroll report in Windows 10

When running the Quarter End payroll reports on new Windows 10 workstations we receive: Unhandled script exception: SCRIPTS - data area EXCEPTION_CLASS_SCRIPT_ADDRESSING SCRIPT_CMD_LOAD
This error happens for SA as well, but does not happen on non-Windows 10 workstations. GP version is 14.00.0898.

For the record we found the source of this problem. The workstations were installed with the SET file pointing to the Dynamics REPORTS.DIC for the FORMS.DIC reference. Note that we have no customized Forms. Once the SET line was corrected to point to the default FORMS.DIC the problem disappeared.
