I'm not sure if this is a new problem since the last update or not, but I just noticed it. It looks like I am no longer able to edit any segments after they have gone live. It seems to be both static and dynamic segments.
I can click on Edit, I get the warning popup, but the segment never enters an editable state after clicking OK.
Anyone else seeing this issue?

I have reproduced your issue and as Adele B said, stopping the segment and then editing it is a temporary solution.
It seems a bug generated recently because according to the documentation (Publish records through the go-live process (Dynamics 365 Marketing) | Microsoft Docs), there should be a status - Live, editable. There is no indication that this status has been modified or deprecated.
Stopping and then editing a segment may have some impact on, for example, Customer Journey.
So it is recommended to raise a ticket to MS for further help.

I had this issue too. That said, the workaround I found was to stop the segment first, and then edit... Hope it works for you.
