Kindly note that it was working well before restart computer , anyone can suggestion how to solve this ?

yes I run it as administrator
Are the setup files located on a network share? If yes, try to copy them locally on the machine that you are logged on to and try again. Are you local administrator of the machine?

Are the install files on your computer/server, or on a DVD? Do you have any Antivirus running on your machine that might have removed some dependent files for the installer when the machine was restarted? You can try moving the files over to your local machine, or if there already on the local machine, replace them with new ones incase something was corrupted with the install files.
No, I don't have any antivirus and note that I turned off windows defender , any other suggestions ?
Check if the autorun.hta file is associated to the HTML Application host.
So, right-click on the autorun.hta file, select Properties, click on change Button and select the application "HTML Application host"
If is missing, browse the disk and choose "%systemroot%\system32\mshta.exe"
