If you need more functionality within MS Dynamics 365 F&O for Human resources then you need to contact different partners. FourVision has developed functionality for Dynamics 365 F&O within the HR module.

Second option: Look for Dynamics 365 Human Resource. It has a lot of functionality.

Dynamics 365 Human Resources in only availabale on the cloud. I am looking for an HR module within an on premise deployment.
Dynamics 365 Finance & Operations does still have some core HR features and can be installed on-premise. Parag shared the link with features available in F&O. So, there is an option to use it on-premise.
Note that Microsoft is not investing in the HR features in 365 F&O anymore. The Dynamics 365 HR is a separation of the original features from F&O. The new investments will be done in the cloud based Dynamics 365 HR application. So, Dynamics 365 F&O today is having less features out of the box compared to Dynamics 365 HR.
