I'm trying using D365BC Apps and successfully using local account (same tenant) , my question is it works for our business partner (external / guest user) sign in to D365BC apps

Maybe I have misunderstood the question. Delegated admins are grants given to a partner for accessing and administering a customer’s tenant without “consuming” a normal license.
