Can I post transfer between two bins on the same location using Transfer Order in NAV2013?

No, you cannot do that. On transfer order, you can post only from one to other location, and bins on these locations.
If you want relocate item from one to other bin in the same location, you can do this using Item Reclass. Journals.
You can use Whs.document also, but if you don't use it for other functionality, it is not smart idea.
