New AX (Office 365) Still Showing As "Setting up..." to Licensed Users

Hello all.  Sort time listener, first time caller here.

We added Dynamics AX last Thursday and assigned some users.  As of this morning all users are still seeing the "Setting up..." icon (shown below).  At the suggestion of an answer to a question I posted elsewhere (link below) I un-licensed and then re-licensed the users.  Again the "Setting up..." icon shows.  When I click on it I come back to the page I was originally on.  Also at the suggestion in the link I came to this forum to ask my question.  Any thoughts?

    Update: We are opening a support call with MS on this.  When a resolution is found I will again update the thread.

    Michael - you do not need to assign a license in the O365 portal for the users. If you do assign a license to the user in that portal, you will get the setting up icon that you see. Setting up the users within your organization is done within the Dynamics AX client itself.

    Thank you for the response.  We just found this out and I'm coming back in to update this thread.  I wonder why they allow licenses to be assigned there and an icon created if it does nothing?

    The complete answer to the problem I was having starts with the response by Kevin Kidder (thanks again).  To go further beyond my question it needs to be said that the environments are set up on Microsoft's Lifecycle Services.  Some questions need to be answered and when completed everything is evaluated by a team at Microsoft and then the environment is deployed.
