Adding Manufacturing & Service management modules later in to Essential license customer (D365 BC On-Premise)

Dear Experts,

I'm refereeing MS D365 BC On-premise version Perpetual licenses model

In Dynamics NAV 2018 , we had an option to add extended pack later in to the starter pack & use extended pack features when customer require based on the business growth or based on their future plans. 

What is the option for D365 BC On-Premise version for same scenario.

Let say customer implement D365 2019 & want to implement manufacturing module 2021. Do they want to purchase premium license in 2019 ?

I know client can't mix & purchase both essential licenses & Premium license, But i think above business case is valid scenario when client evaluating an ERP solution.

Need your opinion for this.

    I think Microsoft will give credit note for existing product line & register new module as a new product line . Same they did for NAV 2009 (BE, AM flavors )
