How to replace system error with custom error

We are using Dynamics 365 and I am trying to run an on-demand flow from the Application view page. Users select applications and run the flow. However, only Admins can run the flow; other users are not allowed.

I restricted access to run the flow based on user roles. However, when users without access try to run the flow, they receive the following out-of-the-box error (please refer to screenshot 1). Is this a bug in the system not replacing the numbers with the correct values?

The Application entity is a custom entity, and I could not find the section to add a custom message. How can I add a custom message?
