AX 2012 Version Control error: You are not authorized to access the server

Apologies for posting a 2012 question here but couldn't find a better place.
 
On Sept 9, 2023 my connection to azure devops in AX 2012 and VS 2010 was working.
On Sept 11, 2023 that connection now gives me the following errors in AX 2012 and VS 2010 respectively:
 
Interestingly, if I use a higher version of Visual Studio (I tested with 2017) it connections up just fine.  No issues.
This leads me to believe that AX 2012 and VS 2010 are attempting to connect with outdated... something...
I dealt with TLS some time ago when AzureDevOps wouldn't allow any TLS below 1.2 so I don't believe it's TLS.
