in terms of Case Management where in only a Case Owner must be able to Close, Change Status (or simply Edit) but Currently All user can edit in any case and change its status, How can I restrict edit case and status by the case owner only.

Change security role that is assigned to the user. Change "Case" "Write" privilege to "User" level.
But this will make users cannot read other cases I need them to read all cases but only edit in cases they are own.
That is not correct. If you leave the "Read" privilege to users set to "Organization", users will be able to read cases across all the system.
A Case owned by a Queue unless they first change the Case Owner to themselves. If that is the case, the following Validation Rule is enough to prevent users from editing the Case Origin once the record is created.

Like Andrew mentioned you can change the privileges for Write, Append and Append To to user level and keep Read privilege at Org level.
If you want to restrict the update of only certain fields and buttons, you might have to go for field level security and java script options.
