Thank for pointing this out, Nicu. I forgot to mention the set-up prerequisites.

you need to enable the Position Actions and Worker actions in Personnel Management ->Links ->Human Resources Shared Parameters -> Personnel Actions. And of course, that user should have a manager security role.

I believe you are talking about the below screen-
In order to have access to those tabs, a user needs to have a Manager role. Once the role is granted a user will have access to My Team tab, under which those extra features can be found.
After you have entered Personnel action and reason code, system will route you to Position draft form where you can enter remaining details, click save and complete your request.
In case there is a workflow enabled, it will be created only after the approval otherwise it will start reflecting immediately.
FYI
You can also verify the security config for the role of Manager, that reflects the privileges that have been enabled by default.
