Business Central Partner License for Partner

Friend of mine works for small partner and they do not have Business Central Partner License. They do not know how to obtain that and Microsoft has no guideline for them. 
 
How they can obtain Business Central Partner License? Where and how they can purchase that? or get it?

    Here is a pretty good starting point for a partner that wants to start working with Business Central
     
    When they have completed these steps they can sign an addendum if they want to work with Business Central on-prem as well.
    It is only when working with Business Central on-prem a specific Partner license is needed.

    This made sense to him since they are cloud partner and all they want to do is convert C/AL code to A/L code which require that license. That is the only usage of license for them. 
     
    I could not find a way to send you PM here. Can I reach out to you using my personal email? 
     
    Note: You can only convert .txt format to .al format, not .fob. So you need Development license or Partner license of NAV to export C/AL objects to text first.

    Just some personal suggestions. The price of this license is not cheap. If there are not many objects to be converted, it is recommended to convert them manually. . . . . Because even if it is converted, there are still many things that need to be updated and rewritten. And there is generally no extension development in NAV.
