Department menu missing from the "IT MANAGER" profile

I am extremely new to nav . I have a nav 2013 database which i successfully restored on a different server. I have converted that DB and my new nav 2015 point to that db . I was able to successful log on with RTC using windows authentication, but realised that the department menu on the navigation pane is missing from the  IT manager profile . I tried adding it but all i get is an empty list table. Any help will be appreciated.

    select all objects in development environment, then click F11 to compile all objects. then restart the nav service, then try again.
