Is there a way to allow customers to accept their separate quotes and then bundle them for purchasing?

When the customer accepts the quote, and order will be created.
But I'm not sure what separate quotes means.

we are a software company so one order might be for a keyboard. another might be for a terminal. We used to bundle however that doesn't fit with our specials and the order fulfillment now prepares us to send items separately when in fact they end up costing more because they are being charged separately, I was wondering if at the final stage of the order we could ship the items together.
