I installed Microsoft Dynamics NAV 2017, when i want to create a new purchase order, i can't see a new button. what can i do?

Please check your user personalization. You can set your user personalization to order processor.
It must have not been added on ribbon. So, you need to add it as shown below:
Go to Customize -> Customize Ribbon
Now, serach for "new" and add the button as shown below:
