Report Authoring Extension always throws Environment Error

I'm trying to install the Dynamics 365 Report Authoring Extension and it keeps erroring when attempting to do the environment checks. It says that there are missing components but doesn't specify what is missing. As far as I can tell, I've installed all of the listed requirements in the instructions.
Visual Studio 2019
SSDT 2017
RDLC Report Designer
MS Reporting Services Projects
SQL Server Integration Services Projects
 
I'm unclear on where to go next with this issue. My IT department appears to be mystified by my experience and so am I. Can someone explain or point me to an a way to figure out what the installation process thinks missing?

    Please check that your computer meets the following requirements.
     
    Then, following the instructions in this video, you can try using SSDT 2015.

    I've seen other people report successfully installing it on Windows 11. Is there a place in the logfile that gets explicit about what it isn't finding?
