If you have 10 users, but only 3 concurrent license, only 3 users can only have access to it.
Named user means you need to select only 3 users to access NAV. The other seven will not be able to access it without removing the other user's license and assign it to them.
There are plus and minus on both type of license.
There is no any actual disadvantage. As it totally depends on your requirement. Considering your case of 1 Concurrent License = 3 Name License, You can create N no. of users in NAV with 1 Concurrent License (Though, Only 1 User Session would be active at a time). But, in Name Subscription, you can only create 3 Users. If you trying creating the 4th user it will give you this error (for your case) "The new User do not meet the terms of the Current License. The Current License allows 3 Full Users only". On the other hand, the Pricing of Subscription Model i.e. Name User is quite better than Perpetual.

Concurrent CALs are based on the number of users accessing the solution simultaneously. While this access license type allows an unlimited number of individuals to be defined in the system, the number of individuals accessing the solution at any given time may not exceed the total licensed number of Concurrent CALs. Concurrent CALs are assigned temporarily to an individual user for the duration of their active session. Once that individual ends the active session, the CAL then becomes available for use by another individual. Concurrent CALs license individual users to access the application only while they are consuming one of the Concurrent CALs (making it unavailable for other individuals to access the application).
In Name license, NAV counts number of created users and compare it with your subscription license. That moment, when you try to create new user, more than you have licensed, system will stop you.
