Hi everybody 
i have a problem when sharing power apps , the following error appears : 

The request failed with error: '{"error":{"code":"0x8004d24d","message":"The user(Id = 70d080a3-1167-ef11-bfe2-7c1e5237cfe0, accessMode = 0) has not been assigned any License and is disabled. Please contact your system administrator to assign license to this user for the action to succeed and consider enabling this user. Additional Details: User IsDisabled=True, IsLicensed=False. although the app was shared before by many in my organisation

    From the error its looks like the users do not have the power app license or they are disabled in the system.
     
    Go to : https://admin.microsoft.com/ and check the users have the appropriate license.
     Go to : admin.powerplatform.com and check whether the users are enabled?

    I recently had the same issue, got the same error when trying to share an app with a test account. But when I left the screen and went back in, the test account was listed as having the app shared with that account. When i added the test account to another solutions app, I did not get the error at all. It seemed to be specific to the apps in the solution, at least for my issue. The mentioned user ID could not be found in Azure. The solution/app is new and just created, so this is not an instance of someone who was terminated, and the account was deleted. Still scratching my head on this one about that referenced user ID. So, your issue may not be a case of an account being disabled or not having a license. It probably has more to do with the app/connections/flows. I would look at your connection references in your flows. That's my next approach.
