Does anyone know if this is a free product for Microsoft gold partners?

This is the team that does all the selling of MBS Dynamics applications and related features, licenses, registration, etc. They would know whether there is a demo or trial version of Collections Mgmt for use in demo Dynamics GP or not.
I haven't heard of such a thing, but they would be the team to verify with.

I believe the rule is that the GP license they give you is for demonstration purposes only. You are not supposed to use it to run your company regardless of your level.

As Richard noted, MS doesn't do CM anymore. Instead you would have to reach out to Profad on it:
Collections Management for Microsoft Dynamics GP - Professional Advantage
They may have some deals for partners who are going to sell the product, but as Richard noted, usually this deal specifies you don't actually use it for your business.
