Creating view in Experience Profiles / Inbox View issue

I am trying to re-create a view in the Experience profiles to display in the Inbox View and I'm not able to select a Related Entity ... 
 
Here is my System View filter criteria 

 
Here is in the Profile / Inbox View - view creation and the User entity is greyed out:  



I’m wondering why I can’t create the same view in the Experience Profile / Inbox View as I can in the normal views/personal views.
