Where can I get a hold of the 2020 update for GP 2016, to update ourselves? I am only needing to update the change for NEC 1099.

Do you have done GP upgrades yourself in the past ?
As an FYI, GP 2016 goes out of support by 07/2021, so you may to plan for the latest 18.3 upgrade soon. No updates or service packs anymore for 2016 past July.
