Ax 2012 à Project Management and Accounting

I have project setup for the Budget and Forecast is (Use Budget Control = Yes; Transaction Types controlled = Cost Only; Budget Overrun Default = Dissallow overrun)

When I try to post expense transaction to exceeds the budget, system will stop me, but when try to post Item transaction to exceed the budget, system is not validate and allow post the journal.

The item that I want to post has cost value for the selected inventory dimension and the last cost price for the selected product is enable and there is value for that.

Why the system is not checking the budget when post the item Journal? ? ?
