Thanks for the answer. Actually we know how to setup VAT/Tax in NAV 2016.
Our problem is we don't have an idea about the tax codes for singapore. For example: VAT25, FOREIGN.

What localization of NAV 2016 is your user running on? Per the "Product Availability, Localization and Translation Guide for Microsoft Dynamics NAV" published by Microsoft, there is no Microsoft created localization for Singapore in NAV 2016, and there has not been on since NAV 2009 R2.
So, if you are implementing the Worldwide edition/localization (W1), then you can find documentation on setting up Tax/VAT in the e-Learning portion of Microsoft PartnerSource (mbs.microsoft.com/PartnerSource), which is also known as the Dynamics Learning Portal (DLP).
If you are running a PLLP (licensed third party) created localization for Singapore, like the ones from ibizcs or Naviworld, then you will need to contact them for documentation around GST setup specific to their localization. You may also want to check on YouTube in case they've uploaded something there.
