is there a way to download the Chart of Accounts that is currenltly being used in our GP system?

The segment master table, if it's been populated, as the values for each segment. You could use SmartList Builder to create a SmartList using this table or write a SQL query on the table.
Are you saying if a user is trying to enter a value for segment three and that has three potential values of 100-Chicago, 200-New York, 300-Orlando, you want the user to be presented these three options? The closest you can come would be under Tools->Setup->Company->Account Format you can put labels on your segments and then when looking up GL account numbers while entering transactions you can sort on that segment.

Basically lets say we have this account 15001-000-000-000-000
I want a chart of accounts that would be able to tell me, what are the availble options to input into each category of numbers above.

Are you looking to export it into Excel? If so, you can user SmartList for this - under Financial | Accounts.
