Hello, I have a question about the premium assistant licence. It is clear to me that in order to use these capabilities the Sales premium license is necessary but my question is, is it necessary only for users who are going to configure these cards and custom flows or is it also necessary for users who are only going to view the cards so they can see the personalized cards?

According to the official documentation.

Create insight cards | Microsoft Learn

You can specify the security roles to whom you want the card to display.
