Uploading revision of existing SSRS report and now receiving RDL Sandboxing error

Hi everyone,

I'm looking for some advice on the below error.... its the first I've had this type of error and can see some guidance via google search but its not helping much (or more likely I'm not understanding it !!).

I have downloaded an existing report (which has been previously updated a few times on Visual Studio 2019).  I added a new column in and when I try to upload it again I receive the following error:

'The report server has RDLSandboxing enabled and the Value expression for the report 'body' exceeds the maximum character limit allowed.  Change the expression to be less than or equal to 27000 characters.'

Now when I download a clean version of the report, make no changes / don't even open it, and try to upload again I receive the same error.

Is it possible that RDL sandboxing has only just been enabled ?  I don't understand why I've never received this error before and now I cant make any changes, or even upload a report that's not edited, without getting this error?  

Any guidance / help  is much appreciated!!
