What is the difference between following and how to choose for 15 users..
1.Microsoft® SQL Server® 2014 Standard Edition Runtime CAL (All Language)
2.Microsoft® SQL Server® 2014 Standard Edition Runtime Server License (All Language)

The CAL : is the Client Access Licence, the number of this licence correspond to the number of your users
The server Licence correspond to the licence of sql and if your server will be installed in standalone model, you'll need just to buy 1.

Hi
If you want to buy Dynamics NAV you'll need SQL licence cover. The SQL runtime licence does that *only* for NAV. It's different form the normal SQL licencing which covers your requirements for ALL applications that may use MS SQL.
For your 15 user environment, you'll need 1 server and 15 clients, assuming you're running only one instance of Dynamics NAV.
