Is there a way to disable horizontal scrolling when the page is set to zoom 200% or more - Accessibility requirement

One of our accessibility requirements is to have information/content appear the same or functional when the screen size is zoomed in to 200% or more. Right now, when I zoom in, horizontal scrolling is enabled and this goes against the accessibility compliance rules of WCAG 2.1. Anyone know how to disable horizontal scrolling?

Through my test, the horizontal scrolling will appear in the dashboard and view the screen size is zoomed in to 200% or more, and form page can't appear it.

But i can't find any settings to disable it.
