Hi all,
I have set up an O365 trial tenant with Dyamics 365 Customer engagement trial subscription. I have got 1 global admin and two users. Both of the users have D365 licence assigned to them.
My problem is:
1) Users cannot log in to D365.
2) Admin cannot see those two licenced users in the enabled, disabled, pending approal users lists
3) Users cannot see customer service app after accessing D365 default page.
Did you create a support ticked with Ms yet?
Probably a simple fix, but hard to tell when I don't see everything :)

No security group configured.

A) Users aren't administrators
B) Didn't configure any security group either in O365 or D365.

1)The first photo is from the groups of admin account
2) Groups of the user account.
Could you share a screen of you admin.powerplatform.microsoft.com ? It is possible to connect an organization to a security group, and that could cause an issue to sync inn to Dynamics for users

a.Are they administrators?
b.Did you configure security role form them in D365?
c.Did you add them to security group in O365?
