Hi Experts,
If i open LCS site for support or help the menus shown in the above images are blank. That means if i choose any menu in blue color all the places are blank as shown above in the image. Is it permission issue??

Do you have the project created in LCS? For the Translation service, you need to create a new request with '+' sign in the screenshot. For the Shared asset library, you should be able to see something as well.for e.g. Software deployable packages which are released by Microsoft.

What user are you logging in? All modules are blank?
If you right click your name in the top right, what do you see in the menu that opens? Do you see your organization as Customer, Partner or Prospect?

In the LCS start page, by default you see "Recent projects". You don't have any.
But if you navigate to [your company name] projects tab page, do you see there some projects?
If not, please contact the O365 administrator of your company. They have full admin access in LCS and can invite you to the relevant project(s).

Then it seems that your organization doesn't have Dynamics 365 F&O licenses.
You can only create D365 F&O LCS projects if your organization has either real or partner/customer trial subscription activated. You can check this in the Office 365 Admin portal.
Ah, and if you want to create AX projects then your O365 account should be linked to the Partner Source account of such organization that has AX2012 licenses. Or, if you are a customer, perhaps there's a similar relation with Customer source.
Are you trying to access AX2012 or D365FO features in LCS?
