I have a purchase agreement which includes item A with quantity of 100, and company X and Y shares the purchase agreement, let's say there are purchase orders includes item A with quantity of 40, 60 for company X and Y respectively. How can I do so?

You have to setup purchase agreements per legal entity. There is no sharing option for this. Do you have a scenario where you have one agreement with the vendor but don't know yet which legal entity will consume what part of the agreement? Or is it already known and set in stone about the quantity of 40 and 60?

Company X and Y shares the purchase agreement, so 40, 60 is not the fixed but the total quantity of 100.
For this scenario, there is no support in the standard application.
