Based on some flag/type, how to implement record level security over field level security

Hi,
 
We have a requirement in D 365 online version where we have field level security in place for some fields. But based on certain conditions or flags/type we would like to apply record level security as well.
 
Is it possible to achieve.if Yes then how. 
 
Any threads on this will be helpful. OOB approach preferred if any.
