An advanced rule structure includes one or more financial dimensions that contain information that your organization wants to track, but that are not part of the account structure. Each advanced rule is associated with a specific account structure and can consist of one or more advanced rule structures.

Both terms are basically part of the same coin.
When you design your account structures then you can link them to an advanced rule.
The advanced rule consists of an advanced rule structure.
The next two screenprints nicely show that.

Agree with Ludwig, Advanced Rules can be considered as a collection of advanced rule structures.
Advanced Rules can be created to apply additional rules to certain accounts based on what additional information needs to be tracked based on user defined criteria. A range of Ledger accounts can only have one ‘Advanced Rule’, but many ‘Advanced Rule Structures’ can be applied.
Also,the order that the Advanced Rule Structure appear in the Advanced Rule window is very important as it controls the order of the dimensions when looking at account strings in AX voucher windows.

In the Account Structure level Main accounts range between 1000 to 2000 , department and cost center are mandatory.
in the advance rule main account 1050 blank values are allowed. What happen when i try to entry in the system for main accounts 1050 , do i need to enter dimension or don't need to enter dimension.
Considering this as a dimension (say "Department" dimension), and even if you set it as 'Blank value is allowed' in advanced rule structure, then also system will not allow you to pass entry without selecting the department dimension if you set this as a Mandatory value in the account structure itself.
Kindly test this at your end and keep the Forum updated.

I don't think that this is an issue because the advanced rule structure is made for a different purpose.
If you say that the department and cost center are mandatory then the advanced rule structure typically defines that additional findims must be entered based on your normal rules.
Let's assume for the moment that the advanced rule specifies that a project findim needs to be entered in combination with specific departments or cost centers.
If you say that department and cost center is mandatory then the advanced rule that adds e.g. a project findim cannot overrule that a department and cost center needs to be recorded.
This does not make sense to me.
Can you elaborate what scenario you have in mind or was this just a theoretical question?
