Hi, i found an article which is related on bin code i hope it help you out with it.

Check the Location Directed Put-away and Pick if that is set then you cannot have zone code for the Bins.
You have to check the setup of Location first, as it seems you can not use Zones on this location, you can just assign Bin on the Location itself.
What is the setups you make on the Location (Directed Put-Away, Require Ship, Require Pick, Bin Mandatory, Require Receive, Putaway)?
