What do you mean by "an Azure tenant"? Azure consists of hundreds services.
If you mean Azure Active Directory, you usually don't need to pay for it. Consult Azure Active Directory (Azure AD) pricing for more details.

Yes, LCS is used for Microsoft Dynamics.
I'm saying that LCS and Azure are two different things. You don't pay for LCS, but you may need to pay for Dynamics licenses and resources you use in Azure (e.g. virtual machines or Azure DevOps).

Azure is a different case, if you use it. Especially cloud-hosted environments aren't cheap.
