Just wanted to know if we can allocate expenses to different line of business in D365 fin ops?

If you line of business is a financial dimension then you can do that with the standard allocation functionalities.

If your requirement is to allocate expenses on different financial dimension + accounts. You can setup allocation rules, Please refer to below MS doc to configure allocation functionality.
Setup allocation rules:

Process allocation:

Has your issue been resolved and have you found the information you were looking at?
If this is not yet the case then have a look at MS docs that describes ledger allocation and the functionalities available in the cost accounting module.
