Data Encryption failes to activate after importing organization when Encryption Key exists

After Import an Organization (Version 1612 (8.2.28.11) (DB 8.2.28.11) on-premises)  or Version 2104 (9.1.1.914) (DB 9.1.1.914) on-premises to a version 9.1.23.10 server 
Data Encryption failes with error:
Exception type: System.ServiceModel.FaultException`1[Microsoft.Xrm.Sdk.OrganizationServiceFault]
Message: Cannot perform 'activate' because the encryption key doesn’t match the original encryption key that was used to encrypt the data.
The same situation opcures also when importing an organization from Version 1612 (8.2.28.11) (DB 8.2.28.11) on-premises) to Version 2104 (9.1.1.914) (DB 9.1.1.914) on-premises 
We used the same EncryptionKey from the source systems.
As we see, in the database the records in [dbo].[OrganizationProperties] for 'SymmetricKeyPassword'and 'SymmetricKeySource' for this org id are not created prior activation.

    The error message you provided indicates that the encryption key does not match the original encryption key used to encrypt the data.
     
    We found a thread with a similar issue to yours in the Dynamcis CRM forum and you can refer to this thread for a solution.

    Hi RudyZhang we reported this bug in order to be considered by MS. We have the Key and we don't want to use an unsuported method to change it.
