Hi experts, we have 21 licenses, but after we have only 11 users, the system will not allow the users in. Please advise!

Did you check the active session table in SQL?
If not please check and try to truncate the “Active Session” table of de current database from "SQL management studio".

Are you using single database?
If no, Check License in other database.
A license can be used at server level. In this case if you have a license for 5 users and you have 10 databases, ONLY 5 users can work at the same moment.
Thank you expert! I tried to run the Microsoft.Dynamics.Nav.Server file, but has the error: Cannot start service from the command line or a debugger. A windows service must first installed using insallutil.exe started with the serverexplorer, Windoes Services Administrative tool or the the NETSTART command.
When the Microsoft Dynamics NAV Database Server is installed, the Sessions parameter is automatically set equal to the number of user sessions on the license that is installed on the server. However, this setting can be changed manually so that maximum sessions are set to less than the number of user sessions on the license installed on the server
You can check Maximum Sessions by going to a command prompt; go to the directory where the Microsoft Dynamics NAV Database server is installed and type SERVER, or go to the directory where the database server is installed from Windows Explorer and double click the Server.exe file.
If Maximum Sessions are set to less than the number of user sessions on your license, the Maximum Sessions parameter can be changed in the Microsoft Database Server Manager Snap-in for Microsoft Management Console or you can change the maximum sessions parameter from the command line when you start the server by entering sessions=XX, where XX is the number of sessions.

Please check in the session that how many sessions are running and count it. if there is less then then the licensed session and still system is not allowing to login then check it from SQL database. Table: Active sessions. Delete all the lines.
Restart the SQL and NAV Services and check again.

Hi experts, I have tried all I can, but the system won't let the 14th persons in. The correct Full Users amount is showing correctly on the license information. Why does the system only allow 13 people? Please advise! Thank you!

And restart your service.
Did you try to upload the license again and restart the nav service?
