What was done to the system since it last worked? Clearly some maintenance work has been done and it hasn't been succesful.
I suggest to restore the databases (business db and model db) from backups, that should fix it.

This is most likely caused by a customization or installation of a certain model. If you are able to start the development workspace, you can try to find the culprit and fix it. Otherwise, like Nikolaos mentioned, you have to restore the environment from a backup.
Have installed any hotfix? it seems like that. If you able to open AOT then try FULL CIL and compile. otherwise restore the last backup and check as suggested by Nikolaos.

Nikolaos Thanks for reply but i don't know about the last worked , I just got the system and i am unable to generate full CIL aslo so kindly guide me.
Jay Thanks but Unable to generate both the CIL.. Only ax is opening and while i am click on ant button that error message is pop up
You must ask from the person who gave you this system and get info what was last done on it. But seems that restoring backups is your only option. Or installing a new system.
Is it a dev, test, prod? How did you end up with it?
Then I think you have restore db and model both as Nikolaos has suggested. Or try to compile the application through command shell.
