How to enable recruitment on D365 HR sandbox environment

I am using a sandbox environment for D365 HR and I cannot figure out how to enable the Recruitment feature. I followed the Microsoft docs article which stated to go to Setup>Human Resource Parameters and then select the Recruitment?tab, set the Recruitment enabled field?to Yes. However, when I go to Human Resource Parameters there is no Recruitment tab. Can anyone tell me where I am going wrong?
