Apps not showing up for security "enrolled" users

Nearly an hour ago I changed two users security roles to include one giving access to the /Pricing/ app.  Still the only app they see is the Dynamics 365 Web.
 
What is misconfigured?  How do I kick it?

    I found this: Dynamics 365 App not showing for new users - Microsoft Community and it appears to be a license problem.
