I want to put a button and on click of that button I want to redirect a user to move to another file location I tried using web resource but it is not working .

I have also provided the way to open the link in new tab (in the answer).
It works for normal http://www.google.com but when I want to open up a pdf file on click it did nothing and on console I see this below error
Security Error: Content at 171.12.22.11/.../ist_Test12 may not load or link to file://///171.12.22.11/24417.pdf.
It is not recommended to put direct file links, any how, does this work in Chrome?
Also try using resource instead of file:
resource://tabtrekker/content/supercoolimage.jpg
Furthermore, this is a HTML/Browser issue, it is not relevant to Dynamics 365.
