Project Management and Account Estimates button not available

Hi All,
 
The estimates button seems to be missing in our PROD. I can see it in our sandbox.  Any idea how to enable it please.

    It seems that there has been a problem recently when uploading pictures to the forum, and the pictures cannot be displayed properly. Therefore, we cannot see your screenshot information.

    The Estimates button is missing, Also the estimates function under Project Management and Accounting Parameters is missing in PROD but its there in Sandbox.  It is not part of feature management as it is out of the box configuration as well. Any pointers to debug will help.  Thank you.
