Is there a way to create purchase order through selecting Vendor no on sales line of a sales order?

    You can use Create Purchase Order action from Sales Order.
    It uses Vendor No. from Item Card.

    I guess you want to create a PO to replenish items not on inventory so you can sell those on a SO. If so, you could use drop shipment as suggested. drop shipment will create a link between the SO and PO.
