Hi Abdul, as Aric states this is the only way and has been this way fro ADX since it began I'm afraid. It's a big limitation and hopefully will be resolved at some point with MS putting money behind it now. Even bigger issue in my opinion is for blogs as you can't set publishing dates for these at all (either draft or published) which is a bit of a pain when you want a specific post to appear at a set time.
Good luck with the development though.
This an issue Microsoft should lock into it, to make Customer portal for sandbox because this is really frustrated.
for now i did like what you say, i'm duplicating the page and once i'm done i'm deleting and coping the change to the main page

I am not sure you are able to do this (but I might be wrong).
I would recommend creating a copy of that page, giving it a new name, and making the changes and validation there.
If you had a test environment portal, that would be the ideal way, but I am not sure you have.
You can check about making the changes in the portal directly and not inside of CRM, and enable the preview feature for that.

Note that i'm not creating new web page i'm adding new part for existing one, so i don't want to stop the customer from seeing the existing one while i'm working on it

yes, you can control this via the publishig state of a Web Page, i.e. by putting your new Web Page of adfjustments to state "Draft".
