Portal - Add Attachment not visible

I have followed all the steps to add the option of Adding Notes and Attachments to my portal page and in the PowerApps Editor the option is showing but in the Portal itself the option is not there.  I have the Administrator Web Role and Entity Permissions on Notes are set Read, Create, Append, Write and Append to. 

Any idea what I might be missing?

    Could you please check if you have enable the accept file type on the CRM:

    The format in the Accept File Type field is application/pdf,zip,msword, image/jpeg,png rather than application/pdf, application/msword, image/*, application/zip, only one application/ image/ is allowed in the field. Please place application/pdf,zip,msword,vnd.openxmlformats-officedocument.wordprocessingml.document,image/jpeg,png in the Accept File Type field which is used for the .pdf, .zip, doc, docx and .jpeg, .png files. For more reference please read this article developer.mozilla.org/.../Complete_list_of_MIME_types.

    I had already checked though this article and my configuration is in line with it. But as you can see from my screenshots, in the designer window the attach/upload function is available just not in the actual portal
