RT segment not recognizing 2nd group

I am trying to solve a problem where there is no Journey completion interaction to grab members completing a journey so creatively we tried to use the last email - there are 2 diff journeys an email and revised email so we need Email 1 sent or Email 2 sent members combined. However in the segment the Group 2 email members are not showing. I am using the Email Sent behavior and it only picks up the first email. 

Is anyone else having issues with group 2. 

Note: we also have issues where RT segments are not picking up all outbound segment members or marketing list members - some lesser or 0 quantity

    1.Have you checked the analytics of the email? Was the email successfully sent and delivered to the contact?
    2.Can you share screenshots of the segment's design?
    3. RT segments are not picking up all outbound segment members or marketing list members 
    --In RTM journey, you can use segment from OBM directly:

    Closing this out with answers I did receive. Trigger at end of journey are really only solution at this point. I found out outbound segments for use in a CIJ segment isn't going to work.
